The recent U.S. Department of Justice report that criticizes policing here focused on the Chicago Police Department during the tenure of Superintendent Garry McCarthy. Mayor Rahm Emanuel fired McCarthy during a public uproar as the Laquan McDonald case unfolded. Justice says McCarthy wasn’t available to be interviewed; McCarthy says Justice didn’t contact him. But he reacted to what he sees as shortcomings of the federal report during an 80-minute meeting Thursday with the Tribune Editorial Board.
